NEMT services are available for Medicaid beneficiaries who have no other means of transportation and qualify for the service. While state Medicaid agencies are required to assure NEMT for approved Medicaid services, each state has broad discretion in determining eligibility.
Generally, NEMT is covered by Medicaid if the following conditions are met:
The beneficiary is eligible for a medical assistance program (Medicaid).
The medical service for which the trip is needed is a Medicaid-covered service.
The beneficiary has no other means of getting to and from the covered medical service.
The NEMT trip is authorized in advance by the appropriate agency or broker.
The NEMT trip is to the nearest qualified medical provider as authorized by Medicaid.
The NEMT trip is the lowest cost available transportation mode that is both accessible for the client and appropriate for the client’s medical condition and personal capabilities.
The federal Medicaid expenses for NEMT amount to approximately $3 billion annually, representing about 1 percent of the federal Medicaid outlay. The federal government covers about 60 percent of the cost of providing NEMT, while states invest an additional $2 billion annually, covering the remaining 40 percent. The total federal and state investment in NEMT is estimated to be around $5 billion annually.
